Business Bay and Downtown are where a company takes its first proper floor, and then outgrows it faster than it planned to. The IT problem is rarely the equipment, it is that the office was set up for the headcount on the day the lease was signed, not for the headcount eighteen months later. Desks get added to a network designed for fewer of them, and the symptoms show up as slow Wi-Fi rather than as a capacity decision nobody made.
The floors themselves are hostile to wireless in a specific way. Open-plan layouts with glass partitions and glass meeting rooms look transparent but reflect and absorb signal, and a single access point in the middle of a floor rarely covers the corners.
